Samos is an island that has long been under Turkish rule. In the early part of the 19th century, the island gains self government as a principality. Following the outbreak of the First Balkan war, Samos declares its independence and a provisional government is installed with the aim to become part of Greece. Greek troops land on the island, in 1913, and a Greek provisional government is installed. The association with Greece is recognized internationally in 1914. Stamps have been issued by the principality and by both the local and Greek provisional governments. Austria, France and Russia had offices abroad in Vathi, at the time the capital of the island. France has issued stamps specifically for use in the office in Vathi.
